Governors

Governors threaten to shut down counties in 30 days if the two houses of Parliament fail to agree on cash to be disbursed

Governors have threatened to shut down counties in 30 days if the two houses of Parliament fail to agree on cash to be disbursed to devolved units. They threatened to halt operations in all 47 counties after a council meeting on Monday, November 18, to discuss several bills including the Division of Revenue Amendment Bill 2024 and the County Allocation Bill. In their statement, the governors noted the delays in the release of equitable allocation five months into the new financial year while the National government continued to receive its shareable revenue. Furthermore, the governors also took aim at the National Assembly’s move to reduce the county’s equitable share costs by Ksh 20 billion a move which they claim will negatively affect ordinary Kenyans directly. In the month of September this year, the National Treasury disbursed Ksh 32.8 billion to counties after clearing a legal issue.  This was the first disbursement of the financial year which, according to the CoG, is a far cry from the figure that the 47 counties need to run efficiently.  The county chiefs issued a similar threat in 2023 with their primary concern at the time revolving around delays in the disbursement of counties’ equitable share by the National Treasury.

Sakaja’s Speech Interrupted by A Distressed Woman

Nairobi Governor Johnson Sakaja was in an uncomfortable situation after his speech was cut short by a woman in distress. Sakaja attended a church service alongside President Ruto and other leaders at Soweto Catholic Church in Nairobi. As he was talking about the link between the capital city of Nairobi and the national government, Sakaja had his speech cut short by a wailing woman in the distance. The governor tried to control the situation by calling forth the woman in question, while promising to address her concerns. “It is okay. We will address her concerns. When guests come, residents are relieved. The woman will also get healed. Mummy relax I will take your written plea and help her. Your Excellency, a lot is going on in Kenya,” Governor Sakaja  The whole incident played out in the presence of Ruto who was yet to make his speech. This is not the first time the governor has openly had to address a deal with a distressed Nairobi resident.  In August, Sakaja had to be evacuated from Toi market after residents attempted to pelt his convoy with stones. At the time, Sakaja was visiting the market in the wake of a fire inferno which was believed to have been caused by an electric fault.

Gachagu Tells Ruto and his allies to stop attacking church clerics

Former Deputy President Rigathi Gachagua has criticised President William Ruto and his Kenya Kwanza allies for their response to criticism from church clerics. Speaking during the celebrations of 100 years of mission work at the Presbyterian Church of East Africa Kerarapon Church inKajiado County, the former Deputy President cautioned UDA leaders against coming for church leaders, referencing the trend to that he witnessed during late former President Daniel Arap Moi’s regime. “That culture of being arrogant and abusive to religious leaders was there in the 1990s during Moi’s regime. I can see the same pattern and we all know what the consequences were. Let’s be humble. Let’s allow our spiritual leaders to chastise us in love. To correct us when we are wrong. Let us accord respect to our church leaders.” Gachagua stated. Gachagua furthermore appeared to take a subtle jab at President William Ruto, by issuing a warning to leaders who he claimed thought had too much power. “You think you have too much power because you are in government. Be very careful so history does not repeat itself,” Gachagua Few days ago a Catholic bishops’ lobby stole headlines with a critical statement calling out President Ruto and the Kenya Kwanza regime.

Gladys Shollei to Clergy: “Criticize President Ruto Privately, Not Publicly”

Uasin Gishu women representative, Gladys Shollei has urged Catholic bishops to engage with the Government privately. This was in regard that the clergy had called for a press conference and stated that the Government was not doing its job to protect its citizen amid the increase in abductions, disappearances and killings. The Deputy Speaker of Parliament said that if the clergy felt that some things were going wrong, they could have sought the audience of the Members of Parliament and tell them the direction that they should go and pray for them. She added that the bishops of every denomination in Kenya can create an audience with the Head of State because the head of State has leaned on the church for all his life. So, if they really want to support him and pray for him, if they ask for an appointment at State House today, the bishops will get an appointment ahead of me and they can get an audience with the President whenever they seek it. They could have called the President aside and tell him what they believe is going wrong and advise him on what they think should be corrected.  Gladys Shollei said. She further said that they could have also prayed for him to correct whatever the think is going wrong rather than criticizing him in public. The women representative said that she felt the church should be saying that the challenges of femicide has been brought by this and this and advise them like she does with women and advise them not to go on a date in private places. Her worries added when she felt that the bishops were preaching doom.

Njeri Maina, Kirinyaga women representative has responded to the President Ruto’s government amid the clash between the church and President William Ruto’s government. The clergy had said that the government was not doing its job to protect their people as there were a lot of abductions, disappearances and killings. When the church said this government is God ordained, the same people now attacking it were happy. Let them have their say without unwarranted political attacks. The Member of Parliament said. The clergy led by Archbishop Maurice Muhatia of Kisumu accused the leaders of Kenya over raising concerns including taxation, unemployment, disturbing gaps in the implementation of CBC and the transition from NHIF to the Social Health Authority (SHA) among those that I had mentioned before yet the government did not appear to respond towards it. Raila

Raila Odinga Refuses to comment on the recent criticism of President William Ruto by Catholic Bishops

Former Prime Minister Raila Odinga has declined to comment on the recent criticism of President William Ruto by Catholic Bishops, saying he will issue a comprehensive statement later. While addressing the press, Odinga steered clear of the matter and focused on shareable revenue, accusing legislators of frustrating devolution.  Responding to a journalist who asked about the criticism of president ruto by the Catholic Bishops, Odinga noted that he would comment on the matter in a different forum. “I will do another statement generally, where you can ask general questions. Today is about this issue of revenue care.’’ Talking about the revenue shares, Odinga noted that the division of revenue has created a standoff pitting the National Assembly and the senate against each other. According to Odinga, this impasse is a power grab and an assault on the constitution that Members of the National Assembly want to execute and amounts to a cruel betrayal of the people and an overhaul of our structure of governance. Odinga also highlighted that the execution and implementation of programs has never been and can never be the job of MPs without creating a serious accountability crisis in our governance system to the detriment of us all.  “The constitution assigns three roles to members of parliament; representation, legislation and oversight. Execution and implementation of programs has never been and can never be the job of MPs without creating a serious accountability crisis in our governance system to the detriment of us all. The constitution further creates two levels of government; the National Government and 47 county governments with a proviso that counties get at least 15 per cent of the National Government Revenue. The National Assembly must get it clear that revenue allocation to counties can only go up, not down, unless the intention is to kill devolution.’’ The ODM leader furthermore urged MPs to be enablers of devolution and refuse to be in partnership with those determined to frustrate and kill devolution. “I urge our MPs to be enablers of devolution and refuse to be in partnership with those determined to frustrate and kill devolution.’’ His press conference came a few hours after president ruto responded to  bishops who  pointed fingers at Ruto’s administration, asking him to stop the ‘culture of lies’. The clergy further slammed the Kenya Kwanza administration for unexplained killings, abductions, and widespread corruption.
